Dhirendra K. Vajpeyi, Ph D, Michigan State University, is a Professor of Political Science at the University of Northern Iowa, Cedar Falls, Iowa.  He has authored, coauthored, and edited fourteen books, including Environmental Policies in the Third World, co-edited with O.P. Dwivedi(Greenwood, 1995);  Technology and Development;  Local Government and Politics in the Third World;Indira Gandhi's India;  Water Resource Management;  A Comparative Perspective, ( Praeger, 1998);  Deforestation Environment and Sustainable Development, (Praeger, 2001);  Ethnic and Religious Minority Politics in South Asia, (co-ed.); and Modernizing China; and many articles in academic journals.  Presently he is working on a book manuscript on Ideas and Issues in Human Security .

Dr. (Mrs.) Inakshi Chaturvedi, M.A., M. Phil., Ph.D., is an Assistant Professor in Department of Political Science University of Rajasthan, Jaipur.  Her research publication interests cover Civil Service and freedom of Press in India, and Environmental Policymaking and issues related to Women.  She has published more than a dozen scholarly papers, and has made numerous presentations in India and abroad.

Valentina U. Smorgunova is Dean, Faculty of Law, and Head of the Department of Civil Legal Education at the Herzen University, St. Petersburg, Russia.  Her first Ph.D. degree (1981), and the second Ph.D. degree (1997) are from Herzen State Pedagogical University.  She has lectured at the University of Birmingham, Alabama, University of Helsinki, and the University of Hong Kong.  Her research interests include Multiculturalism, Law and Civil Society, History of American Political Justice.  She has published 160 artciles and textbooks, and 5 monographs. These monographs include: "The Phenomenon of Political Knowledge" and "Civil Society and Creating of Civic Virtues: Problems of the Theory of Law". She is the secretary of the Committee responsible for the European region. She also participated at the XIX World IPSA Congress in Durban (South Africa, 2003), the XX World IPSA Congress in Fukuoka (Japan, 2006), the International Conference of RC4 and RC35 in Tampa, FL (U.S.A., 2005), and the International Conference of RC4 and RC35 in St. Lous, MO (U.S.A., 2007). Dr. Smorgunova organized the International Conference of RC35 at Herzen State Pedagogical University in St. Petersburg (Russia, 2004).

Dr R. K. Mishra, Senior Professor and Director, Institute of Public Enterprise, Hyderabad, India, was educated at the University of Rajasthan, SDA Bocconi, Milan, and London Business School, London.  He has taught at the University of Bradford, United Kingdom and was a visiting Professor at Maison Des Sciences De L’ Hommes, Paris. He is a member of the UN Task Force on International Taskforce on Standards of Excellence in Public Administration and Education. He is the Vice President of International Association of Schools and Institutes of Administration (IASIA), Brussels.  He has been a Management Consultant to several organizations including PWC, DFID, Adam Smith Institute, London, WB, ADB and Centre for Good Governance. He was on action research at North-West Province of South Africa at the invitation of DFID. He was associated with the UNDP project on Macro Economics of Poverty Reduction. He is on the Steering Committee of Network of Asia-Pacific Schools and Institutes of Public Administration and Governance supported by the Asian Development Bank.  His current interests include e-governance, modernization of State, civil service systems, financial administration, human resource administration, environmental administration, privatization and restructuring, poverty management and good governance.

  Adejoke Oyewunmi is a Barrister and Solicitor of the Supreme Court of Nigeria, as well as a Senior Lecturer in the Department of Commercial and Industrial Law, Faculty of Law, University of Lagos . She was formerly the Sub-Dean of the Faculty of Law, University of Lagos . Between January and December 2000, she was a World Intellectual Property (WIPO) Fellow at the Franklin Pierce Law Centre, Concord , New Hampshire USA , where she obtained a Masters Degree in Intellectual Property Law (LLM IP). She also holds an Inter-Departmental Masters Degree (LLM) of the University of Lagos (1991), and a Bachelor of Laws Degree (LLB) of the Obafemi Awolowo University , Ile- Ife , Nigeria (1988). She was called to the Nigerian Bar in December 1989. In the course of her teaching and research experience, she has published papers in the areas of intellectual property, labour law and other commercial and industrial law subjects.

Emeritus Chair :

O.P. Dwivedi is a Professor of Public and Environmental Administration, Department of Political Studies, University of Guelph, Canada.  He has been policy consultant to the governments of India, Nepal, Papua New Guinea, Mauritius, and Canada.  He has authored and edited twenty books, thirteen conference proceedings, and over sixty articles in professional journals.  He was president of the Canadian Political Science Association in 1986-1987 and at present is vice president of the International Association of Schools and Institutes of Administration, Brussels, Belgium.
