To reduce risk probability, exemplify and uphold our fraternal values, and increase the safety of Greek members, new members, fellow students, and alumnus during Greek social events involving alcohol.
Greek Social Event: any event, on or off fraternity property, that does not involve alcohol. This includes things like mixers and philanthropy events. Greek Week events and UNI Homecoming sponsored events are also included.
Greek Social Event with alcohol: any event, on or off fraternity property, that involves alcohol. This policy, in addition to all national/international policies and local, state and federal law, are in effect and will be enforced 24 hours a day, 7 days a week, 365 days a year.
Beverage: one beer (12 ounce cans) or one wine cooler.
Structure
Section 1: Social Notification
The Office of Student Activities by five o’clock PM (5:00 PM ) the Monday two weeks
prior to the scheduled event.
B. All social notification forms must be completed in their entirety for the event to be approved.
C. Falsification of information on social notification forms is prohibited and will result in cancellation to the event or other disciplinary actions at the discretion of the Greek Advisor or Executive Committees.
Section 2: Greek Alcohol Matrix
A. Persons of legal drinking age are allowed to bring their own beverages (BYOB).
Beverages are limited to six (6) twelve ounce (12oz.) cans of beer or four (4) wine coolers.
B. At the Point of Entry and Admittance an Alcohol Voucher will be given to persons of
legal drinking age bringing alcohol. Vouchers may only be distributed by Event Monitors, who are of legal drinking age and distinguished in a manor that allows to stand out from the rest of the group.
C. Alcohol will be deposited with an Event Monitor attending the Alcohol
Distribution Point. Each time a person of legal drinking age requests a beverage, their
Alcohol Voucher must be marked accordingly.
D. Chapters are prohibited from using chapter funds to purchase alcoholic
beverages.
E. Use of slush funds (passing the hat, money pools, one person buying alcohol for others) to purchase alcoholic is prohibited.
F. Open parties (those in which there is no guest list and/or people not on the guest list are admitted) are prohibited. A party is defined as 12 or more individuals gathering at a specified location.
G. All drinking games are prohibited.
H. Serving alcoholic beverages at a BYOB event greater then 0.6% alcohol by volume is
prohibited.
I. Community alcohol (kegs, party balls, jungle juice, cases of beer) is prohibited.
J. Illegal drugs and/or substances are prohibited.
K. The consumption of alcohol by minors is prohibited.
L. Those of legal age providing alcohol to minors is prohibited.
M. Presenting false identification or impersonating another individual is prohibited.
N. Rostering on chapter Guest Lists immediately upon guest arrival at the Entry and
Admittance Point is prohibited.
O. Chapter social events must abide by all local, state, and federal laws and all national/international risk management policies. (This DOES include the University of Northern Iowa Alcohol Policy.)
P. Food and non-alcoholic beverages must be provided by host chapter(s).
Q. Under no circumstances is drinking or an open container allowed on the bus or mode of transportation. This complies with State and Federal Laws. If found then will be confiscated.
Section 3: Chapter Social Event Requirements: Social Events Involving Alcohol Occurring on Chapter House Property.
A. Fencing is required to enclose all outdoor social function activities. Chapter guests
are NOT allowed in unfenced outdoor areas.
sponsors. Upon request, security guards will be reserved by the Panhellenic Vice-President of Activities and the Greek Advisor. One (1) security guard must check photo identification. One (1) security guard must be present at the Alcohol Distribution Point. Security Guards must escort all uninvited or unruly guests from the chapter house premises.
C. All chapter social events may involve the host chapter and up to 3 other chapters (i.e. no more than 4 chapters are involved in any one event).
D. Event Monitors must be present.
E. Event Patrol must be present.
F. Point of Entry and Admittance is limited to one designated area on the chapter
premises. Admission of chapter guests outside the Point of Entry and Admittance is
prohibited.
G. Checking of Identification and Mark of Legal Drinking Age must occur at the
Point of Entry and Admittance. All persons attending the social event must present
identification. Persons twenty-one (21) years of age or older must be given a
be marked with the letter “X” with a permanent marker. All guests must be at least 18 years of age.
G. Guest Lists must be checked at the Point of Entry and Admittance. Upon presentation of valid photo identification, guests must be marked off the chapter guest list before
admittance. All guest lists must include the names of the members of the invited chapter(s) and any other guests. Guest lists must include the name of the guest, his/her age, and the first and last name of the Greek member whom invited the individual. Anyone not on the guest list will not be allowed in the function. Guest lists must be turned in to the Office of Student Activities by 5:00pm the day before the event is to be held. It is STRONGLY RECOMMENDED that chapters allow each member to invite no more than 2 guests to an event.
H. The Greek Alcohol Matrix must be used (see Section 2 above).
I. All Exits must be Marked and Emergency Information must be posted at every
exit, the restrooms, and at the Alcohol Distribution Point. Information should include a list of the Event Patrol, fire escapes routes, emergency phone numbers, and the Greek Advisor contact number. Statements should also include whether the event is BYOB or third party and should express that only persons over the age of twenty-one (21) are allowed to drink. This information will be provided to the IFC/PHC Risk Managers at least 24 hours prior to the event.
J. Disbanding of Social Events must officially occur at two o’clock AM (2:00AM) or before.

L. Event Clean-up must occur by five o’clock PM (5:00PM) on the day following the

Section 4: Chapter Social Event Requirements: Alcoholic Social Events Utilizing a Third Party
Vendor
Form before the event may occur. This form must be turned in 2 weeks prior to the event.
B. Third party vendors are solely responsible for checking identification. Chapter
members, associates, and alumni are prohibited from checking identification.
C. Third party vendors must have insurance policies exceeding or matching one million
dollars ($1,000,000.00).
D. Chapter members and guests are responsible for following the Greek Alcohol Policy, University of Northern Iowa Policy, National/International policies and all local, state and federal laws.
Section 5: Host Chapters

minimum of two (2) persons from each men’s fraternity hosting chapter specified as Event Monitors (Distinguished in a manor that allows to stand out from the rest of the group). If a single chapter is the sole host chapter than FOUR (4) persons must be provided.
B. Persons specified as Event Monitors must wear an identifiable uniform that is an
obviously distinguishable article of clothing.
C. Each individual must perform designated duties for a designated shift of time.
D. Each individual must be sober prior to their designated shift and remain sober for the
ENTIRE duration of his designated shift.
E. Required Duties of Sober Monitors entail Entry and Admittance Point Monitor,
and Alcohol Distributor.
F. The Entry and Admittance Point Monitor is responsible for the following duties:
a. Monitoring the Guest List and admitting only those as listed who present a valid photo identification and are on the guest list.
b. Ensuring that the security guard is monitoring behavior of those admitted and
escorting unwanted chapter guests off host property.
c. Marking each person attending the function accordingly with wristbands or
the letter “X”.
d. Preventing open containers of alcoholic beverages from leaving or entering the
event.
e. Distributing Alcoholic Vouchers to persons of legal drinking age.
G. The Alcohol Distributor is responsible for the following duties:
a. Serving alcoholic beverages to guests wearing wristbands and possessing an
Alcohol Voucher.
b. Appropriately marking Alcohol Vouchers for the amount of alcohol dispensed.
c. Pouring wine coolers into a plastic cup.
d. Cutting off an individual who is intoxicated to a point where they could be considered a danger to themselves or those around them.
Section 7: Event Patrol
B. Persons specified as Event Patrol must wear an identifiable uniform that is an
obviously distinguishable article of clothing.
C. The Event Patrol is responsible for the following:
a. Ensuring that the Greek Alcohol Policy and all National or International
policies are followed.
b. Ensuring the transfer of alcohol from the Point of Entry and Admittance to the
Alcohol Distribution Point.
c. Following proper Emergency Procedures should a situation arise.
Section 8: Recruitment and Public Service Mandates
A. Consumption of Alcohol during a recruitment event is prohibited.
1. No active member is to consume alcohol with or provide alcohol for any potential new member until that member has signed a Membership Card in the Office of Student Involvement & Activities.
B. Consumption of Alcohol during a philanthropy event is prohibited.
Section 9: Funding of Social Events
A. Funding for social events involving alcohol will be at the discretion of the
host chapter(s).
B. Chapters wishing to host a non-alcoholic function may approach IFC/PHC to request funding (if money is available).
Section 10: Enforcement
A. Enforcement of the Greek Alcohol Policy and University of Northern Iowa Alcohol Policy will be executed through the completion of the Formal Complaint Form. Violations of the Greek Alcohol Policy must be recorded on a Formal Complaint Form.
B. Falsification of information on a Formal Complaint Form is strictly prohibited.
Section 11: Sanctions (All depend upon the severity of the infraction, upon the discretion of the Greek Advisor and Executive Committee.)
A. All violations of the Greek Alcohol Policy will be reported to the appropriate National/International Headquarters and all efforts will be made to collaborate on creating and implementing appropriate sanctions. Furthermore, any chapter that follows and complies with the Greek Alcohol Policy and University of Northern Iowa Alcohol Policy will be recognized via a letter to their headquarters.
B. Fines - Payment to the Interfraternity or Panhellenic Councils.
C. Restitution - Complete restitution for damages to property.
D. Programming - Mandatory participation in relevant alcohol and /or other educational
programs.
E. Probation - Probation may be impose for any length of time and may carry any
combination of the following stipulations:
a. No use of University facilities for events or activities involving the tried
fraternity/ sorority. The PHC/IFC Judicial Board may stipulate no participation in any event or only selected events. No sanction may inhibit a chapter’s ability to recruit members, or to participate in observance of a Greek celebration sponsored by a National organization.
b. Loss of social functions and/or all Greek functions as deemed by the
Interfraternity and Panhellenic Judicial Boards. (Social Probation)
F. Suspension - All applicable stipulations of Probation be levied against a chapter.
The chapter will retain its right to educational programming provided by the
Interfraternity and Panhellenic Councils as well as retain its voting rights on all matters
brought before the Interfraternity and Panhellenic Councils.
G. Expulsion – A recommendation will be made to the Interfraternal or Panhellenic
Councils who may in turn recommend such action to the Vice President of Educational
Student Services for loss of membership in the Interfraternity or Panhellenic Councils.

I. Finals week, Holiday Breaks, Spring Break, and Summer Break WILL NOT count
towards time served on the probation sanction.
J. Any violation of the sanction that may be imposed by the IFC or PHC Judicial Board will result in a Judicial Board hearing and may be subject to an investigation and
action by the Vice-President for Educational and Student Services.
K. All pending infractions shall be tabled to three (3) weeks after the beginning of a semester in the event that an infraction takes place during finals week or outside the UNI academic calendar.
