People want Jefferson to declare war on France.  They are scared about France owning so much of the land.  Jefferson does not fight if not absolutely necessary, so he tries to find other ways to handle this first.  Jealously and mistrust between England and France is growing.  The French military is becoming weak due to all the fighting at Santo Domingo.  Tension is building between Britain and France.  Napoleon knows that a lot of money will be needed for an upcoming war with Britain.
