CEDAR FALLS, IowaQuestions concerning what we, as a society, are getting out of policing and enforcing drug offenders will be explored at the Winners and Losers in America's War on Drugs conference, Wednesday, April 5, in the University of Northern Iowa's Maucker Union Expansion.
The conference will focus on the present state of drug use control, drug law enforcement and public health costs associated with the war on drugs. According to Allen Hays, UNI professor of political science and director of UNI's Graduate Program in Public Policy, the conference will provide a forum to address these complex issues and possible solutions.
The keynote speakers for the conference are Nick Pastore, who will speak at 9 a.m., and Cathy Lisa Schneider, who will speak at 1 p.m.
Pastore, who has actively participated in law enforcement since 1962, is a research fellow in police policy for the Criminal Justice Policy Foundation, Washington, D.C. He also is the director of the Criminal Justice Policy Fellowship office. Pastore was chief of the New Haven, Conn., Police Department, from 1990 to 1997, where he reorganized the department and implemented a model plan for community policing. The plan included decentralization, training and community involvement.
Schneider is an associate professor in the School of International Service and regional director for the study of the Americas at the American University. She has conducted research on poverty and inequality in the Americas, focusing on race, class and gender, social movements, political violence and the war on drugs. Schneider has a Ph.D. in government from Cornell University, and is the recipient of various research grants, including a three-year fellowship to study neighborhood organizing efforts against drug abuse and AIDS in New York City.
Check-in for the conference will be from 8 to 9 a.m. A reaction panel will be held after each keynote address. The panel for Pastore's address, at 10:15 a.m., will be moderated by Joe Gorton, UNI assistant professor of criminology. Panelists, in addition to Pastore, will be: Stephen Rapp, U.S. Attorney, Northern District of Iowa; Bruce Upchurch, coordinator, Iowa Drug Enforcement and Abuse Prevention; Carroll Kienol, Waterloo Police Liaison Officer, East High School; and, Walter Reed, director, Waterloo Human Rights Commission.
At 2:15 p.m., a reaction panel for Schneider's presentation will be moderated by Kelly Stork, a UNI senior from Cedar Rapids. She is president of the UNI Criminology Club. Panelists, along with Schneider, will be: Denny Feltz, Horizons Program, Covenant Medical Center; Rev. Belinda Creighton-Smith, pastor, Faith Temple Baptist Church, Waterloo; Madai Taylor, community activist, Des Moines; Sgt. Tim Pillack, Tri-County Drug Task Force, Waterloo; and Richard Nesbitt, recovering addict.
Registration is $34 for non-students and $29 for students with a $5 discount prior to that date. This conference is also approved for five hours of continuing social work education and 0.6 general continuing education units. The UNI Division of Continuing Education and Special Programs is an Iowa Board of Social Work Examiners approved provider #0243. The Iowa Board of Substance Abuse has also approved this program for five continuing education units.
The conference is sponsored by the UNI Graduate Program in Public Policy and the UNI Criminology Club.

CEDAR FALLS, Iowa The University of Northern Iowa is accepting applications for a one-week residential program for minority students interested in exploring teaching as a possible career. The Minorities in Teaching (MIT) Summer Enrichment Program will be held July 9-14. African American, Asian, Hispanic and Native American students who will be completing 7th or 8th grade this spring are eligible to apply.
Applications must be completed and returned by the April 1 deadline. Selected students will be notified of their acceptance by May 1. Interested parents and students are encouraged to apply by requesting an application from the UNI College of Education office at (319) 273-2717.
