9.56 Voice Services
Purpose:
To assign responsibility for and define the nature and scope of university
voice services.
Policy Statement:
University voice services shall be the responsibility of the Network Services
unit of Information Technology Services (ITS). Voice services shall include
services for local and long distance, voice messaging, emergency 911,
billing, and Automated Call Directory (ACD). ITS Network Services shall
administer voice services as an auxiliary enterprise, on a chargeback
basis. Voice service resources are for use by UNI students, faculty, and
staff; and only for purposes consonant with the mission of the University.
Procedures:
1. Individual departments are prohibited from providing their own local,
long distance, or international calling services.
2. All voice telephone devices utilized on the UNI Telecommunications
System will be provided by or approved by ITS Network Services.
3. Telecommunications services for off-campus university sites shall be
coordinated through ITS Network Services.
4. All requests for services provided by UNI, local or long distance companies
(such as telecommunications configuration design, toll-free services,
call-cost estimates, and dedicated data lines) shall be directed to ITS
Network Services.
5. All questions regarding faculty and staff telephone equipment billing
or local and long distance telephone call billing should be directed to
ITS Network Services.
6. All questions regarding student long distance bills should be referred
first to customer service of the outsourced billing vendor for UNI. This
vendor will resolve the problem with the student, or refer the issue to
ITS Network Services for resolution.
7. Personal long distance calls from university telephones are the financial
responsibility of the user. Employees are encouraged to utilize personal
calling cards, pre-paid debit cards, collect-calling, third-number billing
to home telephone number, payphones, or other user-paid methods for placing
personal long distance calls.
8. All requests for University-provided telephone calling cards should
be directed to the Controller’s office.
9. If a request is made for a product or service not currently provided
by ITS Network Services, an effort will be made to provide consultation
to assist the user in obtaining such services.
10. Users must be sure of the type of telephone extension prior to using
a modem. (Plugging an analog modem into a digital connection will result
in damage to the modem and possible damage to the digital port of the
telecommunications switch – all at the expense of the user department).
11. Main departmental telephones are to be answered "live" whenever
possible.
