8.02 Facilities Use Agreements
FACILITIES, USE OF BY NON-UNIVERSITY GROUPS
The buildings, auditoriums, and other facilities of the University of Northern
Iowa shall be made available to non-University groups subject to the following
conditions:
1. Permission to use University facilities shall be granted non-University
groups only when such use does not interfere with the instructional program,
or with regular University functions.
2. An appropriate rental fee, direct costs for services rendered, and/or
other usage fees shall be assessed non-University groups permitted to use
University facilities.
3. Requests by non-University groups to use University facilities shall
be subject to approval by appropriate institutional officers and recommending
bodies so designated by the President. An advisory committee appointed by
the President may review the use of facilities by outside organizations
to assure fair use of facilities for these purposes.

FACILITIES USE AGREEMENTS
The University desires to make its facilities available for use by individuals
and groups from on and off campus, for events whose purpose is not inconsistent
with the nature of the institution as a public agency and not in violation
of either law or good taste as judged by the standards of the community
in which the University is located. To assist in carrying out this stated
wish and the general policy on the Board of Regents relating to Use of University
Facilities by non-University groups, the following procedures have been
adopted:
1. Except in cases provided for by special negotiated agreement, use of
any University facility by a recognized University department or organization
for a University-related function may be arranged without charge directly
by and with the individual responsible for scheduling that facility.
2. Use of any University facility by a recognized University department
or organization for fund-raising purposes requires completion and execution
of a Use of Facilities Agreement. Copies of this form are available from
the University Business Office. For such groups, the requirements calling
for a certificate of insurance and a save harmless clause are waived. With
regard to facilities in the UNI-Dome, or in the Student Residence, Maucker
Union (including the University Auditorium) and Dining Hall Systems, rental
rates are determined by those Systems. Current rental rates for all other
facilities are available in the University Business Office.
3. Use of any University facility by an organization not affiliated with
the University requires completion and execution of a Use of Facilities
Agreement (available from the Business Office). With regard to facilities
in the UNI-Dome or in the Student Residence, Maucker Union(including the
University Auditorium), and Dining Systems, rental rates are determined
by those Systems. Nevertheless, all agreements, including the rates charged
and the method of collection are subject to approval by the Director of
Business Services. Current rental rates for all other facilities are available
in the University Business Office.
Exceptions may be made regarding charges to other agencies of the State
of Iowa as well as charitable or community groups. Such exceptions, however,
must be requested in writing from the Director of Business Services. Organizations
may be required to submit financial or other data on their operations to
qualify for exception.
4. Regardless of the need for rental charges or in addition to those charges,
where applicable, individuals and groups will be charged for any costs to
the University incident to the uses agreed upon, such as those arising from
the need to assign additional staff.
