4.22 Flextime Program
The University's Flextime Program, allowing alternative work schedules
to be observed by Merit System and Professional/Scientific personnel,
is designed to increase public services with extended hours, to create
additional job opportunities, to improve employee morale and motivation,
and to enhance staff productivity. The Flextime Program, provided with
Governor's Executive Order Number 25, and authorized by the Board of Regents,
is applicable as deemed feasible within the university's policy relative
to office hours.
1. All University offices are to be open for business during the 8:00
a.m. to 5:00 p.m. (7:30 a.m. to 4:30 p.m. during the summer) period.
2. Flextime is any first shift schedule which is or could be different
from the normal 8:00 a.m. to 5:00 p.m. (7:30 a.m. to 4:30 p.m. for summer
schedule) arrangement.
3. Pursuant to state policy, employees will not be permitted to work
a "compressed work week" (less than five days).
4. The minimum workday is 8 hours.
5. A minimum of 40 hours per week is required. For Merit System employees,
overtime/compensatory hours/rules apply to hours worked over 40.
6. Lunch break must be at least 30 minutes, but no longer than 60 minutes.
Lunch break must be taken during the 11:00 a.m. to 1:00 p.m. period.
7. The same work schedule need not be followed for each day.
8. A person can begin work between 6:00 a.m. and 9:00 a.m. and end work
between 3:00 p.m. and 6:00 p.m.
9. Employees must work the core hours or 9:00 a.m.- 3:00 p.m. (with
the appropriate lunch break).
10. Flexible schedules are available only if agreed to and developed
with appropriate department, collegiate (if applicable) and division approvals.
11. Flextime is a voluntary arrangement.
12. Flextime shall not decrease productivity. All work units must he
properly "covered" during the regular office hours.
13. Flextime shall cause no increase in budget or staff. There shall
be no additional funding to implement and/or maintain the program.
14. Flextime shall cause no increase in fringe benefit costs, including
health and life insurance.
15. Proper supervision shall be maintained for all employees working
a flextime schedule.
16. When more employees want more flextime schedules than there are
flextime positions available and an amiable solution cannot be reached,
seniority by length of state service shall determine the schedules.
Note: The election by Professional/Scientific personnel to observe alternative
office hours does not alter existing exempt status, nor the expectation
that work assignments may require service beyond scheduled office hours.
