1200. SPEAKERS, DEBATES, AND POLITICAL CANDIDATES
General Statement from Board of Regents' Procedural Guide
It is the policy of the board, expressed through the institutions of higher education under
its control, to permit students and staff to hear diverse points of view from speakers and
programs sponsored by recognized student, faculty, and employee organizations. This policy
is entirely consistent with the aims of higher education. It is designed to emphasize that in
a democratic society all citizens have not only the right but the obligation to inform
themselves on issues of contemporary concern including politics, religion, ethics, and morals.
Therefore, the Regents approve the following procedure for effectuating this policy:
1. Administration. The president or a committee designated by the President, or both,
shall be responsible for the administration of this policy on a particular campus.
2. Restrictions. In sponsoring campus speakers and programs, recognized faculty, student,
and employee organizations must comply with institutional rules on the reservations of rooms
in advance, the posting of notices, and the payment of rental charges when applicable and
such other rules as the institution prescribes for the use of its buildings to avoid
any interference with regular program of the institution.
3. Conduct of Meetings. Whenever considered appropriate in furtherance of educational
objectives, the president or the campus committee may require that any particular meeting:
a) Any speaker be subject to questions from the audience.
b) The meeting be chaired by a tenured member of the faculty.
4. Sponsorship of Meetings. In order to encourage the presentation of diverse points
of view on any issue, the president or the campus committee may at any particular meeting
or from time to time sponsor, or encourage recognized campus groups to sponsor,
additional speakers or programs which will contribute to full and frank discussion of

1201. Speakers, Debates, and Political Candidates in Maucker Union
1201.1 The facilities and services of the Maucker Union are available for
political activity in accordance with University Policy and Reservation Policies in Maucker Union.
The policies are designed to fulfill University as well as legal requirements for political
speakers, distribution of literature and meetings in Maucker Union.
1201.2 Any political activity where off-campus speakers and others are involved
must have sponsorship by a recognized student organization, or official university organization,
office, or agency and are subject to Fee Schedule based on User Groups (See section #601 - User
Groups).
1201.3 Events must be scheduled through Maucker Union Administrative Office.
(See section #602 - Reservation Policies & Procedures). Guidelines for these events are
available at the Administrative Office.
1201.4 All speakers and political candidates, and their representatives,
including distribution of literature, must adhere to the Solicitation Policy. (See section
# 500 - Solicitation and Distribution of Literature).
1201.5 Electioneering activities may occur only at Information Tables and
appropriate meeting rooms.
