Article I: Finance
1. Fiscal Year: The fiscal year of the University of Northern Iowa Panhellenic Council shall
be from July 1 through June 30
2. Contracts: The signature of the Advisor and Panhellenic President shall be required to
bind the University of Northern Iowa Panhellenic Association.
3. Checks: All checks issued on behalf of the University of Northern Iowa Panhellenic
Association shall be signed by one of the following the Vice President of Finance, the
Panhellenic (Greek Advisor) Advisor, or the Panhellenic President.
4. Payments: All payments due to the University of Northern Iowa Panhellenic Association
shall be given to the Vice President of Finance who shall record them. Checks for
payments shall be made payable to the University of Northern Iowa Panhellenic
Council. Any chapter that has outstanding bills will be considered to be in bad standing
with the University of Northern Panhellenic Council. Any chapter that is in bad standing at
the time of a vote will not be allowed to participate in the vote.
5. Required Events: When the Panhellenic or Interfraternity Council deems an event an All
Greek event and a chapter does not participate. The chapter will be fined as follows:
a. For events where the all members of a chapter are required to attend. Chapters
will be charged $1 per member that does not participate. Examples include
anything that Panhellenic deems All-Sorority or All-Greek Event.
b. For events where attendance is not required by the whole chapter, the chapter
will be charged $10 per member that is absent. Examples include but are not
limited to: Heart of Darkness, Delegate meetings and all Panhellenic and Joint
meetings.
6. Membership Dues:
a. A. Amount - The dues of each University of Northern Iowa Panhellenic Council
member fraternity shall be an assessment of 18.00 per member (active and
pledge) for each semester.
b. B. Time of Payment - Each University of Northern Iowa Panhellenic Council
member fraternity shall receive the bill each semester as follows:
i. Fall Semester: the bill will be received the first Monday of the semester
and will be due two weeks later. New Members dues bills will be
received six weeks in to school and will be due two weeks later.
ii. Spring Semester: Rosters will be due by the first Friday of the semester
and the bill will be received the Monday following and will be due two
weeks later. New Members dues bills will be received six weeks in to
school and will be dues two weeks later.
c. A $10 fine will be assessed for late payments unless a payment schedule is
fixed with the Vice President of Finance.
d. Increases- Dues will be increased by $.50 at the start of each fiscal year.
Article II: Selection of Officers
1. Running for an Office:
a. Eligibility:
i. Each member of Panhellenic with a 2.7 cumulative and or semester
grade point average is eligible to run for a Panhellenic Executive Office.
ii. She must be an initiated member and in active status of a Panhellenic
chapter at the University of Northern Iowa. No one on Alumni status for
her chapter may hold a Panhellenic Executive Office.
iii. She and her fraternity are in good standing with the Panhellenic Council
and the University of Northern Iowa.
iv. She must be enrolled as a full-time student at the University of Northern
Iowa during the entire period of service as a Panhellenic Council Officer.
b. Restrictions:
i. A chapter cannot have more than two members serve on the Panhellenic
Executive Council provided that at least one person from each sorority
applies and is deemed qualified by the slating committee.
ii. President--To be eligible to run for the office of Panhellenic President the
member must have served on the Panhellenic Executive Council for a
minimum of one year or served as their chapter's Panhellenic Head
Delegate for a minimum of one year. Since the president plays such a
crucial role in assisting the Co-Vice Presidents of Recruitment, she will
disassociate for the Fall Formal Sorority Recruitment period and it is
recommended that the President live in Cedar Falls over the summer, or
be available to come back on short notice.
iii. Co-Vice Presidents of Recruitment--To be eligible to run for the office of
Co-Vice President of Recruitment, the member must have participated in
at least one formal recruitment period as an active member. In order to
plan and execute a successful recruitment, the Co-Vice Presidents of
Recruitment must live in the Cedar Falls area over the summer of their
term. The Co-Vice Presidents shall not be members from the same
sorority chapter.
iv. Any member running for a Panhellenic Executive or Cabinet office at the
time of elections must have been a member of the University of Northern
Iowa Greek community for at least two full consecutive semesters at the
time they take office.
c. Application Process: Each member of Panhellenic who is running for an office
must complete an application. This application will be compiled by the current
Panhellenic President and approved by the Greek Advisor. The application must
be completed by the due date set by the Panhellenic President and the Greek
Advisor. Late applications will not be accepted. If the slate is not filled or passed
applications will be reopened at the discretion of the Panhellenic Executive
Council.
d. Interview Procedures: Each applicant will be interviewed prior to elections. The
applicant will be interviewed by the nominating committee. The interview process
will consist of a 10-15 minute formal interview conducted by the nominating
committee.
2. The Role of the Nominating Committee
a. Selection: The nominating committee will consist of six individuals. Each chapter
will be required to select one individual who will serve on the nomination
committee. The current Panhellenic President will serve as the fifth member of
the nominating committee and the Greek Advisor will be the sixth. It is
recommended that the chapters choose an individual with knowledge of the
Panhellenic Executive Council. This person shall be serving as the voice of their
chapter, but also be required to make decisions, which will create the best
Panhellenic Executive Council for the Greek Community.
b. Restrictions: The chapter may only choose those members who have been
active for two semesters to serve on the nominating committee and who are not
running for Panhellenic offices to serve on the nominating committee. It is
recommended that the first members asked to fulfill this duty be the Panhellenic
Head Delegate and then the President as they should be knowledgeable of the
Panhellenic community.
c. Duties: It is the nominating committee’s responsibility to review the applications,
interview the candidates, and create a slate. Each chapter representative will
have one vote. The Panhellenic President and the Greek Advisor will have voice
but no vote. The Panhellenic President will only vote in the case of a tie. The
Panhellenic President will also be present for the presentation of the slate in
order to answer any questions concerning their slating decisions.
3. Elections
a. Presentation of the Slate: The President will present the slate to the
Panhellenic Council member fraternities. There will be no more than two
members from each chapter slated for the Panhellenic Executive Board, with the
exceptions noted in Article II, Section 1b, i.
b. Voting on Slate: The Panhellenic President will open the floor for questions and
debate on the slate. During question period, the Panhellenic President will
answer any questions presented by any Panhellenic Council member fraternity.
Following question period, discussion will occur. Then the slate will be moved to
a vote. Each Panhellenic Council member fraternity must vote to pass the slate
as a whole for the slate to pass unanimously.
c. Restrictions in Voting: In the case that a chapter’s Panhellenic Head Delegate
is running for an office, then she shall not be allowed to vote. Instead the
chapter’s Alternate Panhellenic Delegate will cast the vote. In case the Alternate
Panhellenic Delegate is also running for an office then she shall not be allowed to
vote. Instead the chapter’s President will cast the vote. No one who is running
for an office will be eligible to cast a vote.
4. Officer Requirements and Stipulations
a. Grade Requirements: Panhellenic Executive Council officers must, have at the
time of application and maintain throughout the term of office, at least a 2.70
GPA.(cumulative, previous semester)
b. Officer Removal: If the officer is not fulfilling her duties or if her actions are
questioned, then a request to an executive officer to call a vote to remove the
officer from her office can occur. The officer will be removed by a three-fourths
vote of the chapters or in the event of a tie, the Panhellenic President will decide.
If the Panhellenic President is called into question then the Vice President will
break the tie.
c. Office Term: The term for each Panhellenic Executive Council officer shall run
from spring semester through the fall semester.
d. Time Requirements: Panhellenic Executive Council officers must attend all
regular and special meetings of the UNI Panhellenic Council and PHC/IFC joint
meetings at 4:15pm on every Monday of the academic school year. In addition to
their individual executive officer duties, Panhellenic Executive Council officers will
also be required to attend Panhellenic Executive Council and Interfraternity
Executive Council meetings at 4:00pm on every Wednesday of the academic
school year. Panhellenic Executive Council officers will also be required to hold
two consecutive weekly office hours between 8am and 5pm Monday through
Friday. Any scheduling conflicts should be addressed with the Greek Advisor and
the Panhellenic President.
e. Grade Deficiency: An officer will automatically be removed from office for a
grade deficiency.
Article III: Executive Council Officer Duties
1. The President shall:
a. Have overall responsibility for the operation of the University of Northern Iowa
Panhellenic Council.
b. Call and preside over all regular and special meetings of the University of
Northern Iowa Panhellenic Council.
c. Call and preside over all meetings of the Panhellenic Executive Council.
d. Shall send to the Vice President of Public Relations no later than the day before
University of Northern Iowa Panhellenic Council meetings any new business or
announcements to be included in the meeting’s agenda.
e. Sign all contracts involving the University of Northern Iowa Panhellenic Council.
f. Serve as an ex-officio member of all Panhellenic Council Committees with voice,
but no vote.
g. Maintain a complete and current President’s file which will include a copy of the
current University of Northern Iowa Panhellenic Council Constitution, by-laws and
Standing Rules, the current Panhellenic Council budget, the current NPC manual
of Information and Related Materials, Current correspondence and materials
received from her NPC Area Advisor, her copies of the College Panhellenic
Reports to the Area Advisor and other pertinent materials.
h. Co- Coordinate and preside over the officer’s retreat, with the Greek Advisor, (to
be scheduled after the installation of the new officers).
i. Ensure that during the officer’s retreat, each Panhellenic Executive Council
Officer signs a contract to support the council’s mission and goals during their
term.
j. If a vote or motion does not obtain majority, the Panhellenic President will break
the tie. Prior to any vote or motion brought to the Panhellenic Council member
fraternities the Panhellenic Executive Council officers will vote and the
Panhellenic President will cast her vote to represent the majority vote of the
Panhellenic Executive Council.
k. Serve on the nominating committee with voice but no vote, unless in the case of
a tie, in which she will cast the tie breaking vote.
l. Make executive decisions on whether to complete MGCA awards and appoint
committee to coordinate awards if necessary.
m. Prepare and present Greek Week and Homecoming pairings as necessary.
n. Oversee the revision of the University of Northern Iowa Panhellenic Council bylaws,
constitution, Social Policy, and any other document she deems necessary
each semester and present them to the Panhellenic Council member fraternities.
o. Assist the Vice President of Public Relations in responding to any and all public
relations situations that may arise.
p. As necessary or when requested, assist the Greek Advisor and the Interfraternity
Council President in scheduling and presiding over an all-Executive Retreat
(including chapter executive boards, as well as Interfraternity and Panhellenic
Executive Councils) to discuss goals and expectations for the coming term as
well as any University of Northern Iowa or National Greek issues that might need
to be addressed.
q. Dissociate for Formal Fall Sorority Recruitment to assist the Co-Vice Presidents
of Recruitment, as a member of the Recruitment Team.
2. The Vice President shall:
a. Perform the duties of the Panhellenic President in her absence, inability to serve,
or at her call.
b. Shall send to the Vice President of Public Relations no later than the day before
University of Northern Iowa Panhellenic Council meetings any new business or
announcements to be included in the meeting’s agenda.
c. Serve as Chairperson of the Panhellenic Judicial Board (including coordination of
a Judicial Board Retreat at least once during her term).
d. Shall oversee any chapter on Scholarship Alert. (see Article X)
d. Preside over the Social Roundtables, each semester, which shall consist of the
Social chairs of each Panhellenic Council member fraternity.
e. Revise the Judicial Committee Constitution as she deems necessary and present
them to the Panhellenic Executive Council.
f. Aid the President in revising any documents she deems necessary (By-laws,
Social Policy, etc.) each year.
g. Shall assist, if necessary or requested, the Panhellenic and Interfraternity Council
Presidents in planning an all-Executive retreat (for chapter executive boards as
well as Interfraternity and Panhellenic Executive Councils) at the beginning of
their term in office.
h. Distribute copies of the Social Policy to all Panhellenic Council member
fraternities.
i. Approve and update social report and notification forms. Make copies of the
social report forms for attending sororities, chapter advisors, and Inter/National
Headquarters.
j. Shall oversee the coordination and implementation of All-Greek Study Tables.
3. The Co-Vice Presidents of Recruitment shall:
a. Propose and revise recruitment rules yearly.
b. Create and edit Recruitment Guide applications as necessary.
c. Set up and oversee interviews for the selection of Recruitment Guides.
d. Preside over the Recruitment Team.
e. Meet with chapter Recruitment Representatives, at a minimum of monthly during
the school year and at minimum twice over the summer. More meetings are
recommended at the discretion of the Recruitment Team.
f. Be active in summer orientation sessions and other recruitment activities
throughout the summer and arrange for Recruitment Guides to help also.
g. Sent recruitment information to anyone inquiring in Sorority Recruitment.
h. Hold information sessions on recruitment, preferably one in the spring semester
and at least one the fall preceding recruitment for potential members.
i. Plan a recruitment guide training week. Conduct the training that is necessary for
the recruitment guides to become a well-informed resource for the potential
members that may go through recruitment.
j. Plan and oversee Day 1(Philanthropy Day) of recruitment.
k. Compile lists and keep chapters informed in any change concerning Recruitment
and/or events that pertain to them.
l. Be a resource and answer any questions from the recruitment guides,
recruitment chairs or recruitment guests to the best of your knowledge.
m. Make certain all food and supplies are ordered or provided for recruitment
guests.
n. Be responsive to any recruitment guest’s needs and try to accommodate their
needs.
o. Make certain all recruitment rules are being conducted correctly and ethically.
p. Compile recruitment statistics for Panhellenic records.
q. Reserve all rooms and facilities needed for recruitment (rooms, equipment, and
supplies).
r. Provide evaluation to each University of Northern Iowa Panhellenic Council
member fraternity for all members to provide feedback regarding recruitment and
compile the results to promote constant improvement of recruitment.
s. Aid any University of Northern Iowa Panhellenic Council member fraternity or
members not fully understanding the procedures, rules, or processes of
recruitment.
t. Organize at least one all sorority event, preferably preceding recruitment, and
with the help of the Vice President of Activities, to promote unity and answer any
questions.
u. Make unbiased decisions concerning recruitment and recruitment procedures.
v. Shall send to the Vice President of Public Relations no later than the day before
University of Northern Iowa Panhellenic Council meetings any new business or
announcements to be included in the meeting’s agenda.
w. Aid chapters with 365 recruitment.
x. Present a projected budget at a UNI Panhellenic Council meeting prior to Fall
Formal Sorority Recruitment.
4. The Vice President of Finance shall:
a. Be responsible for the general supervision of the finances of the University of
Northern Iowa Panhellenic Council.
b. Review the current budget and propose necessary changes to the University of
Northern Iowa Panhellenic Council member fraternities as needed.
c. Have a budget for the current semester ready to present at the first Panhellenic
meeting of the semester each semester. Following its approval by the University
of Northern Iowa Panhellenic Council member fraternities, she will then provide a
copy to each University of Northern Iowa Panhellenic Council member fraternity
Chapter president or delegate.
d. Receive all payments in respect to the University of Northern Iowa Panhellenic
Council, as well as collect all dues, and keep receipts.
e. Be responsible for the prompt payment of all bills of the University of Northern
Iowa Panhellenic Council.
f. Maintain up-to-date financial record; give a monthly financial report (concerning
checking and saving account balances) at the first regular meeting of each month
University of Northern Iowa Panhellenic Council and an annual report at the
close of her term.
g. Shall send to the Vice President of Public Relations no later than the day before
University of Northern Iowa Panhellenic Council meetings any new business or
announcements to be included in the meeting’s agenda.
5. The Vice President of Activities shall:
a. Plan at least one all-sorority or all-Greek philanthropy or community service and
one all sorority or all-Greek event per semester (if all-Greek event is planned,
should be done with the help of the Interfraternity Council counterpart).
b. Serve as a resource of chapters that are looking philanthropic or service
activities.
c. Keep accurate record of all philanthropic and community service activitiesy forms
of events that University of Northern Iowa Panhellenic member fraternities are
involved in. She will then file a report of this information at the end of each
semester.
d. Seek out co-sponsorship opportunities with other student organizations and she
shall serve as a resource for chapters looking for sisterhood or mixer events.
e. Shall send to the Vice President of Public Relations no later than the day before
University of Northern Iowa Panhellenic Council meetings any new business or
announcements to be included in the meeting’s agenda.
f. Co-coordinate with the Vice President the planning and implementation of an
Alcohol Awareness event which is open to the campus. The date for this should
be set and announced before the first social roundtable of the semester.
6. The Vice President of Public Relations shall:
a. Keep full minutes of the University of Northern Iowa Panhellenic Council and a
record of all action taken by the University of Northern Iowa Panhellenic Council.
b. Take attendance of all executive board members.
c. Take minutes every week at University of Northern Iowa Interfraternity
/Panhellenic Joint meetings.
d. Send Panhellenic minutes over electronic mail by 5pm the Wednesday after each
meeting to the University of Northern Iowa Panhellenic list serve.
e. Send Panhellenic minutes to selected faculty and staff over electronic mail and
maintain a list of interested faculty/ staff advisors.
f. Prepare and present an agenda and previous meetings minutes for approval by
the chapter delegates at the beginning of each University of Northern Iowa
Panhellenic Council meeting.
g. Maintain a complete up-to-date file, which includes the minutes of the University
of Northern Iowa Panhellenic Council and its Executive Board from the date of its
organization, copies of all contracts made by the University of Northern Iowa
Panhellenic Council and current correspondence.
h. Report as required to the National Panhellenic Conference Area Advisor.
i. Take minutes at executive board meetings of the University of Northern Iowa
Panhellenic Council.
j. Aid the Greek Advisor in ensuring that all documents are available off of the
Greek website (including the Panhellenic Constitution, Mission Statement, Bylaws,
Code of Ethics and Judicial Policies).
k. Maintain attendance records and order of events documentation for all-sorority
and all-Greek events for Greek Awards as well as MGCA Awards.
l. Act as the Public Relations correspondent. She is in charge of responding to any
and all Public Relations situations that may arise with the assistance of the
Panhellenic President and Greek Advisor. At her discretion, she may organize a
Public Relations committee.
m. Develop and assist in making a marketing plan with the Co-Vice Presidents of
Recruitment that promotes Go Greek.
n. Organize a newsletter each month highlighting Sorority and All-Greek events to
be given to all members and their parents.
7. The Greek Advisor shall:
a. Oversee Panhellenic Executive Council evaluations, which are to be completed
by the member fraternity head delegates at the beginning of the fall semester
using the provided evaluation forms.
b. Oversee Greek Week awards.
c. Serve as a resource and source of guidance for all University of Northern Iowa
Panhellenic Council member fraternities and their members.
Article IV: The Executive Board
1. The Executive Board shall:
a. Be comprised of President, Vice President, Co-Vice Presidents of Recruitment,
Vice President Finance, Vice President of Activities and Vice President of Public
Relations.
b. Administer routine business between meetings of the University of Northern Iowa
Panhellenic Council when advisable and such other business as has been
approved by the University of Northern Iowa Panhellenic Council member
fraternity vote.
c. Report all actions at the regular meetings of the University of Northern Iowa
Panhellenic Council.
d. Attend all regular meetings of the University of Northern Iowa Panhellenic
Council Executive Board, unless 24 hour notice is given to the President. Special
circumstances will be handled on a case by case basis.
e. All officers must successfully transition the incoming officer.
f. All officers must attend the officer’s retreat.
g. All officers are encouraged to attend all University of Northern Iowa Panhellenic
Council sponsored events.
h. Be held responsible for fulfilling and complying with all officer requirements and
stipulations as listed in Article II, Section 4.
Article V: Standing Cabinets
1. The standing cabinets of the University of Northern Iowa Panhellenic Council shall be:
Judiciary, Recruitment, Academic Achievement, Activities, Council Management,
Membership Education, and Greek Week. These cabinets are to be used at the
University of Northern Iowa Panhellenic Executive Council’s discretion.
a. The Panhellenic Vice President is the person responsible for the Panhellenic
Judicial Board. In addition, she is responsible for coordinating and overseeing the
Cabinets.
2. Cabinet Requirements and Stipulations:
a. Committee members shall have at the time of election and maintain throughout
the term of office at least a 2.50 GPA (cumulative, previous semester or high
school).
b. Cabinet Member Removal: If the committee member is not fulfilling her duties or
if her actions are questioned, then a request to an executive officer to call a vote
to remove the officer from her office can occur. The committee member shall be
removed by a three-fourths vote of the chapters or in the event of a tie, the
Panhellenic President will be the tie-breaking vote.
c. The term for each committee member shall be from spring semester through the
fall semester unless otherwise specified.
d. Committee members shall attend all committee meetings and regular Panhellenic
meetings.
3. Selection of Cabinets:
a. Application Process
i. Each member of Panhellenic who is running for an Assistant Committee
position shall complete the appropriate application. The application will
be compiled by the Executive Vice President. The application shall be
completed by the due date. Late applications will not be accepted.
ii. To be completed after Panhellenic Executive Office have been filled.
With the exception of Greek Week, this will be complete in the fall
semester at the discretion of the Vice President for Activities for both
Panhellenic and IFC.
b. Interview Process:
i. Interviews of all applicants shall be held one week after applications are
due. Interviews will be conducted by Panhellenic and IFC Executive
Councils.
c. Presentation of the Slate
i. The Panhellenic and IFC Executive Council will review all applications
and appoint the appropriate positions.
ii. All appointments must be approved by a unanimous vote by the
Panhellenic and IFC Councils.
d. Greek Week Day Leaders
i. Applications will be available at the discretion of the Greek Week Co-
Chairs and will be due by 5:00 pm two (2) weeks later.
ii. The Greek Week Co-Chairs, under the advisement of the IFC and
Panhellenic Vice Presidents of Activities will slate applications in the
positions they are most qualified to fill and taken into consideration even
representation of all chapters.
iii. In the event that all positions are not filled or are declared vacant, the
application process shall be re-opened under the discretion of the Co-
Chairs.
e. Restrictions:
i. In the case that a chapter’s Panhellenic Head Delegate is running for an
office then she shall not be allowed to vote. Instead the chapter’s
Alternate Panhellenic Delegate will cast the vote.
ARTICLE VI: CABINET MEMBER DUTIES
1. Judicial Board Committee
a. Membership: The Judicial Board will consist of the Panhellenic Vice President,
the Panhellenic Council Delegates, and the Greek Advisor (ex-officio).
b. Duties: It shall be the Judiciary Committee’s duty to deal with violations of the
Constitution, By-Laws, Standing Rules and Membership Recruitment regulations
of the University of Northern Iowa’s Panhellenic Association as brought to them
after the attempt of mediation has been made.
i. For Judicial Board member duties refer to Article V in the Panhellenic
Judicial Board Committee Constitution.
2. Cabinet Positions
a. Duty of the Academic Recognition Chair: The Academic Recognition Chair
shall help coordinate all aspects of the recognition ceremonies throughout the
year. She shall seek out inventive ways to recognize individuals for academic
achievement and improvement.
b. Duty of the Greek Week Co-Chair: The Greek Week Co-Chair shall share joint
responsibility of the Greek Week events with the IFC counterpart. They shall
oversee the Greek Week Committee. They shall keep the Panhellenic Council
informed of the planned Greek Week activities.
c. Duty of the Activities Chair: The Activities Chair shall plan and implement any
all Greek functions deemed necessary by the Panhellenic Expectative Board.
d. Duties of the Council Management Chair: The Council Management Chair
shall be responsible collecting and submitting all money donation for events.
e. Duties of the Membership Education Chair: The Membership Education Chair
shall be responsible for the education of the Panhellenic community on issues
such as bi-laws, constitution, and other important documents.
3. Greek Week Committee
a. Membership: The Greek Week Committee shall consist of the Greek Week Co-
Chairs, and PHC Co-Chair Day Leaders for each day of Greek Week.
b. Duties: The Greek Week Committee shall plan and implement a week of
activities that promotes Greek Life in a positive manner at the discretion of the
Co-Chairs. The following duties might be assigned: Kick Off Day, Variety Show,
Greek God/Goddess, Olympics, Philanthropy & Community Service Day,
Banquet, Faculty Appreciation, Week Long Activities, Chapter Relations,
Community Relations, Fundraising, and Historian.
c. Attendance: Each chapter shall be required to have two (2) representatives
attend all Greek Week meetings. The day leaders many not serve as the Chapter
representative.
Article VII: Administration of Recruitment
1. A formal fall recruitment shall be held.
2. The National Panhellenic Conference Release Figure Method system shall be followed.
3. Except during the formal recruitment period, continuous open bidding shall be in effect
during the college year (fall through spring) for all eligible women students in accordance
with current University of Northern Iowa Panhellenic Recruitment Rules.
4. The Priority Ranking bidding system shall be used.
5. Every regularly enrolled women pledged, initiated, or affiliated by a chapter shall be
counted in the chapter total.
a. A list of members shall be filed with the President of the University of Northern
Iowa Panhellenic Council and with the Greek Advisor on the date determined by
the Recruitment Team.
b. Any de-pledging, termination, or other change of membership shall be reported
to the Greek Advisor no later than twenty-four hours after it has occurred.
c. Women studying abroad, or participating in any student exchange program
through the University of Northern Iowa will not be counted in the active roster
but will be counted in the chapter total. Any other exceptions will be discussed
with the Greek Advisor and the Panhellenic President. It is the chapter’s
responsibility to notify the Greek Advisor of these students.
6. No sorority woman may participate in or be present at a fraternity recruitment event.
7. Chapters must follow the recruitment rules voted on and passed by the University of
Northern Iowa Panhellenic Council member fraternities. University of Northern Iowa
recruitment rules will be reviewed and revised every year at a minimum.
Article VIII: Requirements for Pledging and Initiation
1. A University of Northern Iowa Panhellenic Council member fraternity may not issue an
invitation or formally pledge a woman during any school recess.
2. A student must be a regularly matriculated, full-time student at the University of Northern
Iowa, or in a subsidiary program (carrying at least 12 hours) to be eligible for
recruitment and pledging.
3. A potential member may be initiated whenever she has met the requirements of the
fraternity to which she is pledged and has met the above stated requirements for
membership in the University of Northern Iowa Panhellenic Community.
Article IX: Hazing
1. Hazing and pre-initiation activities, in any form, whether on or off campus, which are
designed to produce mental or physical discomfort, embarrassment, harassment or
ridicule (as defined by Policies and Regulation of the University of Northern Iowa
ARTICLE 1, SECTION A: Number 11) are strictly prohibited.
Article X: Extension
1. When all National Panhellenic Council chapters at the University of Northern Iowa are
close to total, the Panhellenic Association shall consider raising total or adding another
chapter.
2. A National Panhellenic Council member fraternity shall organize such a chapter through
colonization.
3. Where a National Panhellenic Council fraternity has had a chapter at the University of
Northern Iowa, reactivation of that chapter shall be given first consideration.
4. Consideration shall be given to National Panhellenic Council fraternities, which have filed
letters expressing an interest in the campus.
5. The vote for extension shall be passed by a ¾ vote.
Article XI: Associate Membership
1. Recognition of a Colony
a. Must be a National Sorority.
b. Must send a letter of interest to the Panhellenic Council, Northern Iowa Student
Government, Greek Advisor, Office of Student Involvement & Activities, and the
Vice President of Student Affairs.
c. At the request of the Panhellenic Council, provide information and/or give a
presentation to the Panhellenic Council.
d. Must pass a simple majority of all sororities in good standing with the Panhellenic
Council.
2. Guidelines for Chapter:
a. The chapter must abide by the policies and procedures of the Panhellenic
Council.
b. The Panhellenic dues will be the same as the by-laws levied on the recognized
chapters.
c. The chapter will have one designated Panhellenic delegate at each Panhellenic
Council meeting and will be allowed to vote.
d. Volitions of the terms of colonization or unsatisfactory progress towards
chartering of the chapter can result in expulsion as outlined in the Constitution.
3. Full Recognition
a. Full recognition will occur when the chapter becomes a recognized sorority by
the National Panhellenic Conference.
Article XII: Scholarship Requirements
1. Chapters falling below .20 of the all-sorority average will be place on Scholarship Alert.
2. Chapters on Scholarship Alert will be required to:
a. Submit their written scholarship programs for the semester within the first two
weeks of the semester in question,
b. Attend a monthly meeting with the Vice President to evaluate the program. The
Chapter President, Chapter Scholarship Chair, and Chapter Social Chair will be
required to attend.
3. Social Sanctions of Scholarship Alert:
a. A chapter on Scholarship Alert for the first semester will only be allowed to have
one social function a month. Social functions included but are not limited to:
mixers with other chapters, formals, date nights, crush parties, semi-formals.
Also any other function not approved by the Vice President and Greek Advisor
are not allowed.
b. A chapter on Scholarship Alert for their second consecutive semester will hold
internal programming in relation to scholarship and academic success, as well as
only be allowed one social function a month as stated in Article XII, Section 3a. A
member of the University of Northern Iowa Panhellenic Executive Council must
be witness to this programming.
Article XIII: Violations
1. Any member finding a dispute arising out of the violation of the University of Northern
Iowa Panhellenic Council rules and regulations shall file a violation by filling out a College
Panhellenic Violation Form and turning it in to the University of Northern Iowa Panhellenic
President.
2. The College Panhellenic Violation Form must be filed within ten (10) University scheduled
calls days of the infraction/s and if it was ten days or more before the school year started,
it must be filed on the first day of classes.
3. The University of Northern Iowa Panhellenic President will contact involved parties with
the charges being brought and set up a time for all involved parties to meet for
mediation(unless the charge is being brought up against her chapter, then the University
of Northern Iowa Vice President will set up mediation). This mediation must be scheduled
within 24 hours of the time the violation is filed.
4. Mediation procedures will be followed as iterated in the Manual of Information starting on
page 3 of Judicial Procedures for all non-membership recruitment violations. For
membership recruitment violations refer to the College Panhellenic Association
Procedure for Membership Recruitment Violations.
5. If mediation fails, the Panhellenic President will give the College Panhellenic Violation
Form to the Chairwoman of the Panhellenic Judicial Board (Executive Vice President),
unless the violation is against the Chairwoman’s chapter, in which case the President will
take over her duties.
6. Refer to the Panhellenic Judicial Board Constitution for all further actions.
Article XIV: Funds Request
1. Any chapter requesting fund from the Panhellenic Association must adhere to:
a. Present an itemized proposed budget to the Executive Panhellenic Council at the
first Executive Panhellenic Council meetings of the semester.
b. Present the itemized proposed budget at the next Panhellenic or Joint Council
meeting.
c. The chapters will then vote at the following Panhellenic or Joint Council meeting..
Article XV: Rules of Order
1. The University of Northern Iowa Panhellenic Association and its Panhellenic Council shall
be governed by Robert's Rules of Order newly revised except in matters specifically
provided for in the Constitution, By-laws and Standing Rules.
Article XVI: Amendments
1. These by-laws may be amended by a three-quarters vote of the delegates (voting
members of the Panhellenic Council) provided that the proposed amendment has been
given in writing and readings prior to the vote.
