The evolving design of the Consortium structure and curriculum is determined by the Iowa Superintendents Finance and Leadership Consortium Advisory Council. The Council membership includes a superintendent from each of Iowa's area education agencies as well as representatives from ISCAP, ISJIT, IEL, Iowa Department of Education, Iowa Association of School Business Officials, School Administrators of Iowa, Institute of School Executives, Iowa Superintendents Council, Iowa State University, Drake University, and the Iowa State Auditor's Office.

Initial training will provide two 1 3/4 day sessions on school finance and fiscal management delivered on the University of Northern Iowa campus and in Des Moines, two leadership conferences delivered via the Iowa Communications Network (ICN). Iowa leaders with the skills and expertise in identified curricular areas will provide instruction based on identified needs.

License renewal and graduate credit will be available to participants. The Consortium's curriculum will meet the quality standards set by the University of Northern Iowa for license renewal and graduate credit. One graduate credit will be offered for each 1 3/4 day Fiscal Management Program.
