Perambulatory Clauses

 

1.  ACKNOWLEDGING that various United Nations committees have discussed rewording Article 51, and decided to leave in unchanged, and

 

2.  EXPRESSING its conviction that there remains a continued need for peaceful resolutions to conflicts and that force remains a last resort in all situations, and

 

3.  ACKNOWLEDGING that defining the terms “self defense” and “imminent threat” is an intrusion on a nation’s right to self defense, and

 

4.  ACKNOWLEDGING that Article 51 of the United Nations Charter on the right of self-defense is the only exception provided by the United Nations Charter which allows a nation to resort to force without prior authorization of the Security Council, and

 

Actuating Clauses

 

1.  EMPHASIZES that terrorism will not be regarded as grounds for invasion of a sovereign nation if that nation takes serious and decisive action against the terrorists and supporters, and

 

2.  EMPHASIZES that it is inadvisable to make hasty judgments and that the Security Council must deal with situations on a case-by-case basis, and

 

3.  AFFIRMS that no further guidelines or definitions will be added to Article 51, and
