The Southwest Iowa Regents Resource Center (SWIRRC) is southwest Iowa's link to higher education from Iowa's state supported universities — University of Northern Iowa in Cedar Falls, University of Iowa in Iowa City and Iowa State University in Ames. The Center, located in Council Bluffs on the Iowa Western Community College campus, is the only center of its kind in the state of Iowa.
The Center's mission is to provide increased access to graduate and undergraduate education and other Regents university resources for area residents.
This unique, cooperative effort allows individuals, business firms, and organizations to use resources of the Iowa Regents university system to meet their educational needs. Through the Center, area residents can access a variety of undergraduate and graduate degree programs, ranging from the Bachelor of Liberal Studies to a Doctorate in Family and Consumer Science. Individuals can participate in credit courses, complete degree programs, and obtain information on admissions and transfer to Regents universities. The Center is also instrumental in accessing other university resources for delivery to the region, such as presentation of cultural programs, non-credit programs and workshops, and student internship opportunities.
Credit courses are delivered in a variety of formats: via the Iowa Communications Network, the World Wide Web, DVDs, streaming media, CD-ROM and guided independent study.

The geographic area served by the Center includes the counties of Cass, Fremont, Harrison, Mills, Montgomery, Pottawattamie, Shelby and Page.
Communities in the region include Atlantic, Clarinda, Council Bluffs, Glenwood, Harlan, Logan, Malvern, Missouri Valley, Oakland, Red Oak, Shenandoah and Sidney.
