If I am an out-of-state or international teacher interested in taking these courses, may I be a part of this cohort?

Yes, you may enroll in the sequence of courses and be a part a member of the cohort. Unless you have a valid Iowa teaching license (elementary or secondary), you will not be able to apply for an Iowa Middle School Teacher Endorsement. Each student should verify the transferability of these courses with their school district or their state.
