ARTICLE V: ELECTIONS
Section 1.
All nominations for the four elected officers (President,
Vice-President, Secretary/Treasurer, and Newsletter Editor) may be made
by any member of the Association. All nomination shall be made in
writing to the President by March 1.
Section 2.
The Secretary/Treasurer will forward by mail a ballot to each member by
the end of March. The completed ballot will be then returned to the
President by April 15 of the same year.
Section 3.
A plurality vote will elect these officers. The term of all four
officers shall begin September 1st of the year in which they are
elected.

ARTICLE VI: COMMITTEE
Section 1.
The officers, Immediate Past President, and chairs of special
committees, shall constitute the executive committee and shall serve as
the chief administrative group.
Section 2.
Special committees may be appointed by the president with the
concurrence of the executive committee.
Section 3.
Three readers shall serve to select program proposals and papers
for the annual convention in conjunction with NCA (formerly SCA)
and assist the Immediate Past President in the program-planning
process. These readers shall be elected by majority members attending
the annual business meeting.

ARTICLE VII: AMENDMENTS
Section 1.
Amendments to this constitution may be initiated by a majority of the
executive committee, by a majority of the Association membership at a
business meeting or by a petition addressed to the members of the
Association. The petition must be accompanied by statements explicating
the rationales of the amendment or revision of the article(s).
Section 2.
The executive committee shall send the proposed changes with
explanations and arguments, a ballot, and a request for a mail vote to
paid members. Within 45 days after mailing the proposal, the executive
committee shall count the votes. The adoption of a proposed amendment
requires a two-thirds majority of those paid members who cast ballots.
Section 3.
This constitution shall become effective after the mail ballot by a
majority vote of the Association in May 1993.
