110 Jurisdiction.
The College of Education Faculty shall have the
primary role in establishing the educational policies
of the College, subject to the educational policies
established by the University Faculty, and also
subject to the approval of that faculty and of the
Board of Regents. Included in that role shall be
such functions as: preparing and overseeing curricula
and courses of study within the College; setting
standards for the academic work of students enrolled
in the College; and prescribing the general requirements
for graduation.
Any proposal for a change in
policy or in curriculum shall be submitted to the
College of Education Senate or to the College of
Education Faculty at a regular or special meeting
at least two weeks in advance of final action, except
when the two-week notice has already been given
in writing. This rule may be suspended by two-thirds
vote at a regular or special meeting.
111 Changes in
Policy or Curricula. No action by
the College of Education Faculty shall become
effective for fifteen calendar days after the
action has been taken. At any time within the
fifteen calendar days after such action has been
taken on any matter by the College Faculty or
by the College Senate, on petition of any twenty
members of the College Faculty, the action shall
be referred to the faculty for review. Such petitions
shall be delivered to the College of Education
secretary and forwarded to the Senate chairperson
who shall call a special meeting of the College
of Education faculty. The decision of the College
Faculty on this revote shall be final.
120 Membership.
The College of Education faculty shall consist of
the Dean of the College of Education, and all staff
members who hold the rank of instructor or higher
in the College of Education and who hold a clinical,
probationary or tenured appointment. The President
and Vice-President for Academic Affairs shall be
ex-officio members of the College of Education
faculty.
121 Non-voting
faculty. Non-voting faculty shall
consist of those individuals holding part-time
or full-time temporary appointments. This includes
lecturers, term adjuncts, visiting professors,
emeritus professors and other such designations
that involve teaching and/or research responsibilities
directly related to the academic programs of the
college. Non-voting faculty shall have the full
rights of debate and can make motions, but may
not vote.
130 Officers.
131 Presiding
Officer. The presiding officer at
meetings of the College Faculty shall be the Chairperson
of the College of Education Senate or the Chairperson’s
designated representative.
132 Secretary.
The Secretary of the College of Education Senate
shall serve as the Secretary of the College of
Education Faculty. The secretary shall distribute
minutes of the College of Education Faculty within
fifteen days after action has been taken. At the
expiration of fifteen days from the time of distribution,
the minutes shall stand approved unless written
objection has been filed with the secretary. Any
objections entered shall be considered as old
business on the agenda of the next meeting of
the Faculty.
140 Meetings.
There shall be at least one regular meeting of the
College of Education Faculty each year, to be called
by the chairperson of the College of Education Faculty.
141 Special Meetings.
The College of Education Faculty may be called
into session by: (a) the University President
or University Vice-President for Academic Affairs,
(b) the Dean of the College of Education, (c)
a petition signed by twenty or more members of
the College of Education Faculty, (d) the Chairperson
of the College of Education Senate, or by (e)
a majority vote of the College of Education Senate.
142 Observers.
Observers may attend faculty meetings and may
be recognized by the Chair. However, College of
Education faculty members shall have priority
for recognition.
150 Quorum.
Thirty percent of the number of full-time College
of Education Faculty members eligible to vote in
any given semester shall constitute a quorum of
the Faculty.
160 Rules of Order.
Procedures recommended in Robert’s Rule
of Order (latest revision) shall be a parliamentary
guide for the conduct of business in regular or
special meetings.
170 Procedures
for Amending the Bylaws. The COE Faculty
Bylaws may be amended, revised, or repealed by:
an affirmative two-thirds vote of the membership
(a) at any regularly called meeting with a quorum
in attendance, or (b) by mail ballot by an affirmative
two-thirds vote when at least a quorum of the membership
returns the ballots. The mail ballot shall be prepared
and distributed by the Secretary of the College
of Education Senate who shall also be responsible
for counting the returned ballots. No action by
the faculty shall be effective for fifteen calendar
days after the action has been taken.
