Operating Procedures for
Expending Schindler Endowment Funds
Council on Teacher Education
University of Northern Iowa
2003-2004
Funds from the Schindler Endowment are restricted
to members of the Teacher Education faculty at the University of Northern
Iowa and will become available at the start of the fiscal year [July 1].
The funds are allocated in the following manner, commencing with academic
year 1999-2000:
$20,000 annually will be directed to scholarship
support for undergraduate students preparing for a career in teaching
at UNI. This support is open to all students preparing to teach either
elementary or secondary education and, therefore, is open to students
from all of the UNI colleges.
$30,000 annually in support of the development and
pilot testing of innovative approaches for the initial preparation of
teachers with potential for national significance in improving teacher
education.
$10,000 annually in support of development and pilot
testing of new approaches to the continuing professional development
of teachers in Iowa with potential for national significance in improving
professional development programs.
As determined by the University’s Council
on Teacher Education, expenditure of the annual monies from the Schindler
Endowment Fund will be in accordance with the following guidelines. These
guidelines apply to requests for support for funds available from initial
preparation initiatives [$30,000] and continuing professional development
initiatives [$10,000]. Distribution of scholarship support is through
previously established procedures:
1. Responsibility for awarding the
Schindler Endowment Funds will lie with the Council on Teacher Education
and with the Dean of the College of Education.
2. A Sub-committee for the Schindler
Endowment Funds will be comprised of members of the Council on Teacher
Education and will include one [1] member from each of the following
involvement groups:
Clinical Experiences
Elementary Education
Secondary Education
3. The Sub-committee for Disbursement
of the Schindler Endowment Funds will be voluntary, with final appointments
made by the Council on Teacher Education Chairperson.
4. Committee members will serve
until their elected term on the Council on Teacher Education expires.
5. Members of the Council on Teacher
Education will abstain from consideration of proposals in the event
that said Council member has a proposal under consideration.
Priority will be given to projects that align
themselves with the Teacher Education Strategic Plan’s statements
of action and performance indicators. Priorities will shift in accordance
with revisions in the Strategic Plan. Faculty will be awarded the funds
in accordance with the following procedures:
1. Applications must be made to
the Council on Teacher Education Sub-committee for the Schindler Endowment
Funds on an annual basis.
2. Deadline for all submission of
proposals is February 1, 2003, with monies being awarded after July
15, 2003.
3. Support of proposals is contingent
upon the monies generated by the Dora Schindler Endowment Fund on an
annual basis.
4. Proposals are generally not to
exceed a period of two to three years in duration. While initial faculty
proposals can call for two to three years for completion, an annual
report to the Council demonstrating appropriate accounting and satisfactory
progress toward programs goals is required to receive continued funding.
5. Proposals will be considered
for renewal and continued funding using the established applications
procedures. Granting of program continuation and receipt of renewal
funds will be based upon the demonstrated success and effectiveness
of the proposal.
6. Applications for funding should
be three to five pages in length and comply with the following format:
- Key personnel, including a program facilitator;
- Goal statement related to the categories of Schindler
Endowment Funds: Teacher Preparation Programs and Professional Development
for Iowa Teachers;
- Objectives related to the Teacher Education Strategic
Plan;
- Description of the proposed innovation demonstrating
value and intended impact of the program being developed;
- Timeline for completion;
- Budget, including appropriate accounting procedures
for materials, salary or stipends, and travel.
7. Written acceptance must be within
one [1] week of receiving the award. Monies will be paid upon receipt
of written acceptance by the Council from the facilitator of the awarded
program.
