Continuous Quality Improvement Initiative

 

Continuous Quality Improvement (CQI) legislation passed by the Iowa legislature in 2012 requires undergraduate course-level assessment of student learning in the three universities regulated by the Iowa Board of Regents. 

 

This web page provides information for UNI colleges, departments, and faculty related to this continuous quality improvement legislation.

The Legislation

 

In May 2012, Senate File 2284 (see Division VII, Section 27) was signed into law by Governor Terry Branstad. 

 

SF 2284 amended the powers and duties of the Iowa Board of Regents to require the Board to oversee and report on assessment of student learning in undergraduate courses at University of Northern Iowa, Iowa State University, and University of Iowa as follows:

 

      Beginning Fall 2013, all undergraduate with courses involving instruction to a total of 300 or more students in all sections; 

       

      Beginning Fall 2014, all undergraduate courses involving 200 or more students in all sections;

       

      Beginning Fall 2015, all undergraduate courses involving 100 or more students.

UNI Courses Impacted by SF 2284 During 2013-2014

 

Click here for a preliminary list of courses falling under SF 2284 for the 2013-2014 school year, based upon course enrollments for the 2012-2013 school year. Revisions to the list have been made through consultation with department heads.  Since enrollments vary from year to year, this list may contain errors or omissions.

Planning for Course-Level Assessment

 

Each of the three universities was tasked by the Board of Regents with creating a university-wide plan for assessing learning in the specified courses and a method for reporting results, both to be approved by the Board.  The resulting plans from each university were developed with the goal of providing faculty with flexibility in determining strategies for assessment that fit the individual courses, disciplines, and departments

 

Course-level faculty will determine the strategy/strategies to gather information on student performance for purposes of the legislation, implement the strategy/strategies during the semester(s) the course is offered, and report findings to the head of the department or program under which the course is offered.  

 

Instructors may create an assessment strategy to be used across all sections or several sections of an affected course, or individual instructors may create implement separate strategies of their own choosing. Each section of affected courses, however, must be included in assessment activity reporting for each semester that the course if offered. Instructors are encouraged to work together as much as possible to support shared discussion on courses and student performance and decrease work load.

Reporting Course-Level Assessment Results

 

Instructors of course sections, working as individuals or in groups, will provide a report for the head of their department or program that will include:

 

1) course, section, and contact information;

2) strategy/strategies employed to collect information on student learning;

3) what was learned about student performance from the assessment; and

4) actions steps to be taken to enhance student performance in future offerings of the course.

Department/program heads will collect reports from course instructors and summarize information from the instructor reports to provide a report for the College Dean.

 

College Deans will summarize information from the reports from impacted departments to provide a report for the University Provost.

 

The University Provost will summarize information from the colleges to provide a report for the Board of Regents.

A representative of the Board of Regents will receive reports from the three Regents’ universities and create a summary report to provide to the Iowa Legislature

 

Due dates for reports for the fall and spring semester will be established and communicated to Deans and Department Heads by e-mail, as well as posted on this web page.
